The big problem with BDO is enrolling another's account or cash card into your own online account. Validation through an ATM (which is not available outside the country) simply does not make sense when in fact you are already into online banking... what for? Why not send the validation code through a registered phone and then enter the code online? This is actually what is done when you send money to an unenrolled account.
